In August 2022 we had the pleasure of embarking on our first project with Haltom City and first municipal design-build project- a new Law Enforcement Center. Completed in September 2024, we had the privilege of completing this design-build hand-in-hand with Brinkley Sargent Wiginton Architects.
This new ground-up Law Enforcement Center for Haltom City consists of a two-level, 32,100 sf police building, a separate two-story 6,000 sf asset building, and a separate 3,500 sq ft patrol garage. The exterior façade consists of a mixture of EIFS, glass, brick, and cast stone. Programmed space includes property evidence, records, community services, uniform services, administration, investigation, training, and an ICC 500-rated storm shelter which served as the police department’s locker rooms. A concrete slab on void foundation make up the first level floors with the second level and roof being carried by a concrete superstructure.
“The new Law Enforcement Facility is expected to have a significant positive impact on both employees and the community,” said Haltom City Fire Chief Cody Phillips. “For employees, it will provide a much-needed upgrade in safety, security, and functionality, creating a more efficient and comfortable working environment. The inclusion of modern technology will also enhance the department’s ability to deliver top-tier law enforcement services, improving operations, and responsiveness. The facility’s design and resources will help foster a more productive work environment, ensuring that law enforcement personnel have the tools and space necessary to carry out their duties effectively. For the community, this upgraded facility represents a stronger commitment to public safety and service, as well as a modernized infrastructure that reflects the evolving needs of law enforcement in a growing community.”
Working with the Haltom City team on the Law Enforcement Center project was a rewarding experience for our team at Hill & Wilkinson. We appreciated the open communication, collaborative spirit, and shared commitment to achieving the project’s goals. Throughout every stage of development, the Haltom City staff were deeply engaged in ensuring the facility would meet the unique needs of their law enforcement personnel and the community. Their vision and dedication made the project even more meaningful for us, and we are proud to have played a role in bringing this important facility to life.
“Working with Hill & Wilkinson on this project was a highly rewarding experience,” reflected Chief Phillips. “From the outset, their team approached the project with a clear commitment to understanding our vision and specific requirements. They took the time to listen to our needs, ask the right questions, and offer creative solutions that balanced both functionality and aesthetics. Their collaborative approach made it easy for us to communicate our goals and work together toward achieving them. They managed the project expertly, keeping it on schedule and within budget while navigating the inevitable challenges that arose. They made sure that all stakeholders were aligned, and any concerns or adjustments were addressed quickly and effectively. Their commitment to not just meeting, but exceeding, our expectations was evident in the final result—an exceptional facility that we are proud of and that will serve the community for years to come.”
